1999年8月，電氣取締法(The Electrical Appliance and Material Control Law)改為電氣安全(DENAN)法(The Electronics Appliance and Material Safety Law),並經2年之公告，於2001年四月一日起生效。原在電取法中，只有日本之國家標準，在新法-電安法中，便增列國際標準(加上日本之國家差異，如電壓差異)，于電安法中(即Part2)，名為IECJ。一般而言，電氣測試需視不同的額定電壓予以測試，原電取法內包含EMI之要求，故除IEC標準外，也一定要符合EMI之要求。但如CB報告中之電壓不同，則此CB報告不能被接受。未來也會朝放寬 法令之方向，將不再把測試標準明定於法令中(第1號，第 2號等...)，而改為“參 考某某標準”。但對於產品責任追究，則更加嚴謹。如已註冊符合PSE mark產品，產品於上市生髮生問題，進口商依法將被罰1億日元，並需坐牢。此外，除需停止生產銷售有問題之產品，還要進一步回收已在市面上銷售之產品，該產品之註冊ID也將取消。
A類產品(Category A Product)改為特定電氣用品(Specified Electrical Appliance and Material),貼於產品三角形T-mark改為菱形PSE mark,並需標示認可實驗室之名稱(如JET、JQA等)。原電取法規定之產品種類，由165項再減為113項。而B類產品(Category B Product)則改為非特定用品，需貼圓形PSE mark(性質類似CE mark)。原電取法規定之產品種類，由333項再增為343項。此類立產品亦需向日本經濟產業省 (Ministry of Economy, Trade and Industry簡稱METI)取得註冊ID。特定與非特定產品在PSE系統 中的主要差異，特定與非特定產品在PSE系統中的主要差異，在於強制性認證產品需由指定之實驗室發“適合性同等檢查合格書”即PSE證書，而自願認證產品只需持有一般實驗室之測試報告，便可向METI申請註冊。

申請者資格
必須是擁有在日本政府註冊之日本商社，才能向METI申請註冊。特定產品類的海外製造廠如要預防代理商配合情況不佳時，需要換代理商所可能帶來的產品銷售問題，可以於產品測試通過時，加買多份“適合性同等檢查合格書”，以便交由新的代理商向METI申請註冊。
申請所需的文件及樣品
1.安全性測試
•CB 證書+報告 (含日本的差異報告)
•線路圖、PCB Layout、BOM表、結構圖
•日文使用手冊或組裝手冊
•含PSE標誌及通報供應商名稱的日文標籤
•產品內外觀照片
2.RFI測試
提供RFI 測試報告 (100 V) 與EMI測試實驗室的認證資格檔
3.工廠檢驗文件證明
符合證明，下列單位可提出PSE標誌符合證明之申請：
•日本製造商
•日本進口商
•已指定日本進口商已指定的國外製造商
測試樣品執行安全性測試 / RFI測試時需二個樣品。
